Recently, the 2025 hazardous chemical accident emergency drill for Ningbo City and Beilun District was carried out at Formosa Ningbo Industrial Park.
The drill simulated a sudden hazardous chemical accident at the PABS plant of Formosa Chemicals Industries (Ningbo) Co., Ltd., and fully reenacted the entire emergency response process - from the company’s initial handling to the coordinated rescue efforts at both municipal and district levels. The simulation covered escalating risk scenarios, including chemicals leakage, explosions, trapped personnel, sudden weather changes, river pollution and the spread of public opinion.
After the “accident” occurred, the company quickly organized professional teams to carry out self-rescue operations and personnel evacuation, while promptly reporting the incident. The district-level emergency response plan for hazardous chemical accidents was immediately activated, and relevant emergency units quickly established the “1618” rescue command system and arrive on site to begin response actions. After assessment, the Municipal Emergency Management Bureau initiated an emergency response and dispatched a working group to the site to provide guidance.
At the accident site, the emergency rescue team conducted on-site dilution and protection, major fire suppression, personnel search and rescue, and air quality monitoring at the incident point, plant boundary, and downwind areas. The order management team worked together to control and guide traffic around the company and to organize the orderly evacuation and relocation of personnel from enterprises located downwind of the accident. Under the tight overall coordination and dispatch of the field headquarters and the cross-departmental collaboration of eight working groups, the open flame was quickly extinguished, personnel received safe treatment, and the impact of environmental pollution was eliminated.
