On April 25, the launching ceremony of Zhejiang Free Trade Zone (Ningbo) Human Resource Empowerment Research Institute and the 2025 Human Resource Empowerment Seminar on Human Capital Management Service of Chain Owner Enterprises were held, marking Beilun’s solid step in human resources empowerment of real economy and promoting high-quality development.
As a part of modern productive service industry, human resource service industry is an important force to promote full employment of high quality and construct modern industrial system. Ningbo's human resource service industry started early and its market is highly active. It has successively built a national human resource service industrial park, a human resource service export base and other major platforms, gathering 2,873 organizations. In 2024, the total revenue above the standard size was 156.681 billion yuan. The main industrial development indicators continue to lead the province, making Ningbo an important human resource service supply area in East China.
Zhejiang Free Trade Zone (Ningbo) Human Resources Empowerment Research Institute was officially launched, and the first batch of industrial researchers, regional integration consultants and human capital practical instructors were awarded the letters of appointment, and the first batch of innovative research & learning bases were awarded the licenses.
“The establishment of the research institute will play the role of platform carrier, empowering the high-quality development of human resource industry with the left hand and the chain owner enterprises of manufacturing with the right hand, so that our enterprise human resource managers can transfer from the role of functional management to the role of human capital operation, thus creating the second growth curve of human resources for enterprises." said Zhuang Gen, founder of Zhejiang Baosui Enterprise Service Co., Ltd.
It is reported that under the joint guidance of Ningbo Municipal Bureau of Human Resources and Social Security and Beilun District Bureau of Human Resources and Social Security, and jointly initiated by Baosui Group, global expert think tanks and resource partners, the Institute will carry out innovative practice in many aspects such as policy interpretation and application design, industry innovation and trend research, benchmarking learning and case promotion.
At the seminar, many experts and scholars also preached on the business thinking and service trend of enterprise human capital, “service is also productivity” and other topics, shared the practice of human capital management in Beilun District, the summary of industrial development policy of Beilun District and other relevant contents, and conducted practical dialogue on the business model design and practice of transforming human resource department from “cost center” to “profit center”.
Before the seminar, experts and scholars also conducted a deep understanding of the human capital management service mode of “Blue and Golden Collar Talent Factory” of Haitian Group, and investigated Zhejiang (Ningbo) Digital Foreign Trade Human Resource Service Industrial Park and Human Resources Empowerment Research Institute.
