On the morning of November 25th, Liang Qun, member of the Standing Committee of the Municipal Party Committee and Secretary of the District Party Committee, presided over a meeting to listen to the report on the design scheme of Beilun Cultural Center. Liang Qun emphasized that planning to build a cultural center will fill the shortcomings of Beilun's cultural development. It is necessary to refine and improve the planning and design scheme against the highest international standards and the best level, take into account the mainstream functions and aesthetic values, and integrate the beautiful coastal features of Beilun with Phoenix's goal of creating an "ideal city for young people", so as to turn Beilun Cultural Center into a landmark new cultural platform in Beilun.

At the meeting, relevant design units reported on the conceptual design scheme of Beilun Cultural Center, and participating departments exchanged and discussed the design scheme, and put forward opinions and suggestions. The planned Beilun Cultural Center project is located in the east of Changjiang Road and south of Simingshan Road, covering an area of 46 mu, mainly including Grand Theatre, Concert Hall, Cultural Center, commercial office and underground space.
Liang Qun pointed out that at present, the whole region is deeply studying and implementing the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the spirit of General Secretary Xi Jinping's important speech on inspecting Beilun, Ningbo, Zhejiang Province, speeding up the implementation of the "Twin Cities" strategy and the construction of "Three Beilun", promoting the structural adjustment of "population, industry and space", effectively improving urban energy level and promoting urban organic renewal. The construction of Beilun Cultural Center is one of the important measures to enhance the city's energy level, and it is also a long-awaited livelihood project for the cadres and the masses in the whole region. It is necessary to design and construct the cultural center with high standards and high quality, so as to create a landmark new cultural platform in Beilun, make the development achievements visible and tangible, and enhance the people's sense of happiness and gain.
Liang Qun emphasized that the overall design of Beilun Cultural Center should take into account the functions of mainstream cities, show the historical heritage of Beilun's development and opening up frontier in detail arrangement and quality assurance, and highlight the beautiful regional characteristics of coastal areas; We should pay attention to the collective aesthetic value and realize the unity of practicality and artistry in many aspects such as modeling design, material selection, color application and night scene creation; It is necessary to build the "ideal city for young people" around Phoenix, shape the theme of youth characteristics, integrate the vitality of youth culture, and enhance the attraction and centripetal force for young people; We should handle the relationship with the surrounding public buildings, mountains, traffic and other aspects, and pay attention to the extension and integration with the environment.
