20. Encourage real estate development enterprises to accelerate project development and construction so as to form effective market supply. 21. Encourage to introduce real estate development enterprises that are regarded as headquarters and have several exhibition-related policy and industry advantages to our district. 22. When the introduced real estate enterprises or construction enterprises engage in related work outside the district, and make certain economic benefits for our district, subsidies are given according to the business income outside the district. 23. Encourage property management enterprises to develop big and strong enterprises, and support the upgrading of property services.

27. Actively cultivate service enterprises above the designated size. 28. Encourage the stripping of the secondary and tertiary production of large port-surrounding industrial enterprises or the registration of newly established service incorporated enterprises in our district. 29.
