To thoroughly implement the strategy of“Strong District with Talents", we shall focus on the economic development of “Made with Wisdom 2025” and “Four New” in accordance with the principle of “service development, high-end guidance, use-oriented, and priority guarantee". With traditional dominant industries, we shall focus on the development of strategic industries such as new materials, high-end equipment, and new generation information technologies, and subdivision industries of integrated circuits, eco-environment protection, biological medicine, marine high technologies, graphene, rare earth magnetic materials, special equipment, optical electrons, and smart cars. We shall follow the demands of economic transformation, industrial upgrading, and enterprise development, including three levels: special support, key support, and priority support. In addition, we shall introduce a group of leading entrepreneurship and innovation talented person teams that are inside and outside the country and that have first-class standards, and can achieve breakthroughs in key technologies and lead the industry. "Ningbo" 3315 Program: We shall introduce and give priority to support a batch of overseas high-level talents to innovate and start up business in Ningbo. Among them, we shall strive for 30 persons included in "Thousand Talents Program" and 300 persons included in Overseas High-Level Talent Introduction Program in Zhejiang, and add 5,000 overseas innovation and entrepreneurship talents. By 2020, the number of overseas innovation and entrepreneurship talents in Ningbo has exceeded 10,000.
