I. Strengthen the support for youth housing. More than 500,000 square meters of youth-targeted apartments will be built and sold to young people at a price of being 20% lower than the market price. Support reasonable owner-occupied demands. For the first purchase of single family housing in our district, a subsidy of RMB 10,000-20,000 Yuan for house purchasing and settling will be given. For those who meet the housing guarantee conditions and have the quantitative integrals above the limit, a rental subsidy of no less than RMB 3,000 Yuan per year will be given to public rental housing.

II. Strengthen the support for youth credit. For those who have the demand for consumption credit, they can apply for a personal credit of up to RMB 300,000 Yuan from the cooperative bank. For the youth founding entity, they can apply to the cooperative bank for personal business credit or corporate credit with a preferential interest rate of up to RMB 5 million Yuan.

III. Strengthen the support for youth employment. For those who are invited to participate in recruitment activities in our district, a transportation subsidy of up to RMB 6,000 Yuan will be given. For full-time college graduates who come to our district for employment, a just-for-once employment subsidy of RMB 2,000 Yuan will be given; for those who are from Beilun District, a just-for-once reward of RMB 1,000 Yuan will be given. For overseas students who have graduated from the top 100 universities in the world to obtain employment in our district, a just-for-once employment subsidy of RMB 50,000 Yuan will be given. For the regional human resource service providers who serve for youth employment, a subsidy of up to 5% may be given according to the income from the main business.

IV. Strengthen the support for youth venture. Encourage the construction of incubation platforms for youth cities and university student startup bases, and give a subsidy that accounts for 30% of the actual investment and has a maximum of RMB 2 million Yuan. For the youth founding entity, a social insurance subsidy of RMB 10,000 Yuan per year (with a period up to three years) and a maximum job subsidy (to increase employment) of RMB 100,000 Yuan per year will be given to entrepreneurs.

V. Strengthen the support for youth development. Encourage enterprises to assign outstanding young workers to participate in continuing education. After graduation, they will be given an education subsidy of 50%, with a maximum of RMB 50,000 Yuan. Encourage enterprises to assign outstanding young workers to study abroad, and give them a maximum living allowance of RMB 2,000 Yuan per month (with a period up to one year). Encourage enterprises to strengthen the training for skill upgrading of young workers and give them a maximum subsidy of RMB 300,000 Yuan. Encourage the establishment of "Craftsmen School" and give a just-for-once subsidy of RMB 100,000 Yuan.

VI. Strengthen the support for youth business activities. Make efforts to establish City of Events, City of Films and Television, and City of Music; encourage to hold recreational and sports activities, such as sports events, competitions of electronic sports, award parties, film and television festivals, and concerts.

An organizer can obtain a maximum subsidy of RMB 1 million Yuan. Encourage the development of emerging modes, such as online to offline integration stores, indoor theme parks, leisure sports, hand-made cultural and creative industries, cultural entertainments, and high-end training.

Give a maximum subsidy of RMB 200,000 Yuan. Encourage youth organizations to carry out activities and give a maximum budget subsidy of RMB 50,000 Yuan.

VII. Strengthen the enrollment security of children of the young people. High-quality public schools and international cooperative schools are established to ensure that children of the young people without registered residence in Beilun can receive preprimary education and compulsory education from the initial grade.

VIII. Strengthen the medical security for youth & family. Private medical savings accounts for young workers will help families, and young people without registered residence in Beilun and their children will be included in the medical assistance for serious illness. Strengthen the construction of key disciplines for pediatrics and implement the 24-hour paediatric (emergency) outpatient service for general hospitals.

IX. Strengthen the comprehensive service guarantee for the youth. Accelerate the creation of “Digital Beilun” and “Beautiful Beilun";  establish Integrated Service Center for Youth; set up Youth Service Card in Beilun; strengthen the construction of youth buildings, youth squares, youth parks, youth stations, sports venues, and reading space; promote major sports halls and scenic spots for free admission; establish Beilun Youth Culture Festival; select "Beilun Model Youth" to focus on creating a modern and international youth sister city.

X. Strengthen the support for youth tourism and leisure. For young people that are for tourism and leisure and participate in activities in Beilun, discounts of 20% below the market price may be offered by ordering tickets for hotel rooms and attractions through designated platforms.

In this proposal, the young people, usually aged between 18 and 35 and employed in our district (entrepreneurship), have paid social security for more than 12 months and have applied for household registration or residence permit in Beilun, and they are not subject to other mentioned conditions other than ages in Article 10.
